The article does not say why or how it is a "popular measure". I can imagine people are lined up to volunteer for the allowed "culling". My next guess is that even so, they will eventually be overrun with wildlife and rescinding that law.

Years? The article is dated Oct. 3. It was passed the previous Tuesday.

Two years ago the Costa Rican Consulate told a friend of mine that he couldn't hunt pigs in Costa Rica because hunting was illegal.
iv no vested interest in them banning it or not,just said id post it up see what you guys have to say.as for the consulate saying it was illegal,that could have been someone who thinks it shouldnt be allowed telling him that.the police here often tell guys things are illegal to do when shooting when its not because they are anti gun and dont expect you to call them out on being 100%wrong
