Firstly, I'd like to thank you for your support.
Secondly, I must correct some information in this article. We do not have open carry allowed, only concealed carry. And law to "shoot a terrorist" is here for decades. It is called Necessary Defense, where you can commit a crime in defense of a matter that is protected by Criminal Law and it won't be a crime. E.G. I get stabbed by a burglar? I can shoot him in the face. I get attacked by a party of thugs with firearms and there is a MG42 nest next to me? I can use it and gun them down. We have good laws, but judges do not care and judge by their opinions. Below you can read about our laws regarding firearms. Its much more complicated, but I trued to summarize it. If you have any questions, feel free to ask.

Current law allows any irreproachable, reliable citizen and healthy citizen who passes strict tests to get a license. We have few categories of firearms as well as our licenses are categorized as well, I will get to this. And it definitely does not allow open carry. Concealed carry is the only way of carrying a weapon for self defense. Open carry is possible only for police officers in duty, military police officers in duty and gamekeepers in the place, where they are performing their duties.

Irreproachability and reliability are defined in the law regarding firearms. It basically means: Person without criminal record(there are some exceptions like: A person can get licence after 20 years from sentence's end, if it was longer than 5 years). And a person who is not: alcoholic, drug abuser, and he has not commited more than 1 of these offenses in last 3 years:
a) regarding firearms and ammunition
b) regarding explosives
c) regarding protection against alcoholism and other addictions or similar offense against safety, and continuity of traffic(cars, cyclists etc.)
d) regarding defense of the Czech Republic
e) regarding public order
f) regarding private property
g) regarding agriculture, fishing or hunting(basically poaching)

Now if you pass this pretty tough criteria, you must undergo a medical examination where your practical doctor examines you and has a right to send you to psychical examination(has a right, not that he has to). When you passed this, you go to your competent police force and apply for the licence exam. Now, let me get to licence types and weapon types.

Licence categories:
A -> for collecting firearms
B -> for sport use
C -> for hunting
D -> for duty use (gunshop salesman etc. not police force, they are excludet from this laws), this also requires more frequent medical examinations.
E -> for defense of healty, life and property (property is only formal thing since in EU life is more valuable than property, there is a loop in this though)
F -> pyrotechnical research

For a common citizen, licence of category A,B,C and E is everything he needs.

For further understanding of banned weaponry we must define terms Long Firearm and Short Firearm.

Short firearm is: every firearm that has both: total length less than 60cm and barrel length less than 30cm.
Long firearm is: every firearm that isn't short firearm.

Firearm categories:
A -> banned weapons:
such as full-auto,
sinister weapons(e.g. a gun in a walking stick),
armor piercing ammunition,
tracer ammunition,
explosive ammunition,
hollow point ammunition in short firearms(again, thanks EU),
EFMJ type ammunition,
ammunition with extended wounding effect.
Traps,
silencers,
suppressors,
firearms made from other materials than metal,
military weapons which are not approved for civilian use.

B -> firearms requiring a permit and registration:
short semi-auto and revolvers,
short one-shot or multiple-shot firearms for center fire ammunition,
one-shot or multiple-shot firearms for rim fire ammunition if they're shorter than 28 cm,
long semi-autos which magazine or magazine equivalent can contain more than 3 rounds,
semi-autos with the look of full-autos,
signal firearms for ammunition of caliber 16mm or more,
long semi-autos or bolt-action or manual reload(to eject used cartridge and insert new round using mechanism of a weapon, typical example is a Mossberg pump-action shotgun) with total length less or equal than 600mm

C -> firearms requiring registration:
one-shot or multiple shot or semi-autos not mentioned in category B,
firearms for rim fire ammunition longer than 280mm,
gas firearms that has muzzle projectile energy more than 16J, except paintball weapons

D -> firearms from 18 years
historic firearms (made before 1890),
floberts up to 7.5J,
gas firearms up to muzzle projectile energy of 16J,
inactive ammunition,
mechanical weapons with draw-power above 150N,
firearms not mentioned in A,B and C

To acquire a firearm mentioned in category A, one must get an exception for said firearm. In 2016, 2 exceptions were given. One to a museum and one to my friend's father as he is a collector.

Firearms in general(with ammunition, powder etc.) must be stored in safes complying with a standard.

Now to the exam. Exam has 2 parts: theoretical and practical. Theoretical is a multiple choice test which consists of 30 questions. These questions are picked from a set of 500 questions approved by Ministry for Inner Affairs(I hope it is good translation). They cover topics like: law regarding firearms, ammunition and their use, first aid, firearm and ammunition storage, mechanical principles of a firearm etc. To pass this test to get licence of category E(for health, life and property protection) one muss get 74 points out of total 79. That are 1 mistake for 3 points and 1 mistake for 2 points.

If a person passes this test(he knows it after few minutes), he must undergo practical examination. This practical examination consists of 2 parts. Safe manipulation and shooting.

Manipulation: a person must know safety rules, such as finger off the trigger and trigger guard, aim into a safe space etc, how to solve malfunctions, field strip of few types of a weapon. Typically a CZ75 for short firearm, a two barreled shotgun for shotguns and a .22LR rim fire rifle for bolt action rifles. Soon there might be a field strip of a Vz. 58.

When a person succeeds here, said person goes to a range and with a pistol must hit at least 4 out of 5 rounds in international 50/20 pistol target at the range of 10 meters in time of 3 minutes. D category candidates has it 15 meters and 2 minutes. Then a person goes to shotgun and .22LR rifle, both are being shot at 25 meters at 15.5cm in diameter target and a person must hit 2 rounds out of 2 shots from shotgun, and 4/5 from .22LR rifle.

After he passes this, he asks for licence, background check is made and if he is clean he gets it. Exam's success rate is ~50%, maybe less.

When a person is carrying for self defense, that means loaded under his control and concealed, since any other way of carrying is not possible, he can carry two firearms and when carrying, and manipulating with a firearm and ammunition, he must not be under influence of alcohol or any other mind altering drug.

@Petrol and Powder: Some carry FMJs(I do not know why...), some carry Black Mambas, and some carry Soft Points. I personally have for my EDC G17 a Sellier & Bellot 124grs 9mm Luger when I am in the city. I have bought a Ruger GP 161 in .357 magnum to carry in the woods. I still have to test the ammo for it, but I think I will go with Fiocchi 125grs Soft Points.

Oh and I forgot that some sort of our 2nd amendment passed through our parliament in June. Now it is going to be discussed in the Senate, but I am afraid, that since our Senate is almost full of former commies, it will not pass.

Translation, might be a little bit inaccurate since law english is not my specialization.

Citizens of the Czech Republic have the right to acquire, own and carry firearms and ammunition for protection of live, health and property values, thus participating in securing internal order, security and borders, sovereignty and democratic principles of the Czech Republic. Conditions and details will be set by law.

Well, we(Czech Republic) had working laws about firearms since the commies fell in the 90's and it's pinnacle is from 2002, when we implemented our current legislative. Personally, I am for not implementing that bull..poop. But I am afraid that our political representation will suddenly lose their spines. At least I hope, that the addition to the Constitution will pass.

Slowly, the countries in the western Europe are turning into one big UESR(Union of European Socialistic Republics), where the Brussels is the new Moscow. Heh, at least we in eastern Europe can say, that we are years ahead of them, since we already had our portion of totalitarian regime.

Ok, little update after a while on our constitution.
The senators denied this law in early December.
Our Ministry of Inner Affairs has prepared new legislative which follows EU directive.
The Poland joined our action at EU court against this directive. I think Slovaks and Magyars as well, I am not sure though.

The frog is in the pot on the stove. Ready to boil.

Juraj, those setbacks are troubling wounds but the Czech Republic is still the new light of Europe.
Justice and courage are a thousand men.
Unfortunately the anti gun agenda is strong. I hope our political representation will remember they had something like a spine once.

The Czech Republic and citizens feeling the need for the discussion is warning light for big problems in the future one would think. At least the "head in the sand" method of dealing with the problem is not an option as it appears on the surface.
I could not agree more with you. Generaly, in last ~250 years, Czechs and Slovaks were, and still are, a peaceful nation(I consider Poles and Magyars peaceful as well, but cannot speak for their history, since I do not know it properly and I want to refrain from any misconceptions). However, we are ready to fight for our freedom, and when we are getting concerned, it means something. It probably comes from experience with 2 totalitarian regimes that have tried to subdue us, but failed. We are very sensitive to someone touching our freedoms. But I am afraid I can speak only for my social bubble, so from statistical point of view it will be minority. My personal estimates is that 10% of our population shares same values(the one I presented here on the forum). Unfortunately, the anti-gun agenda from EU and from media is strong, and with prime minister who made his living by abusing EU donations, it will be hard fight educating the rest of the population on the matter. We need to teach our fellow citizens, that our legislative right now is the best we could have(I have certain objections to some points, but overall its good) and that we need to secure it from EU attempts. Wish us luck gentlemen.

The impact of the European Union on the sovereign rights of the member states is one of the principal reasons the United Kingdom wants out of the EU.

Perhaps the Czech Republic could learn something from the UK.

You can have an independent country and still have free trade with the rest of Europe without giving up your sovereignty.

If anyone comes to the often looked down upon state of Louisiana, we have always had legal open carry laws.
One restaurant even gives a 10% discount to those packing iron. At my business I carry and encourage my customers to do the same .
Politicians get voted into office.....then they can be voted out of office and laws can be changed.

Good news. Our representatives in lower chamber of parliament and people on the ministry of interior are reasonable people and know, that we didnt hand in our firearms even under the death sentence back under nazis or commies. They know people would arm themselves by firearms from the black market and so they are trying to protect our rights here. Right now I cannot say more since nothing is official.

There are some unofficial rumors about what is going to happen, we should have 2 reworks of our current legislation. One, small, to say: OK, we understand, wolf will eat and goat will stay intact. And second one: Do not touch our firearms since they are key part in your national security.

Update:
1)
Our lawmakers called together an expert group to start working on complete rework of our gunlaw, as it needed it like salt already. It will consist of 3 laws, one being the bufferzone for EU's nonsense, then one regarding sport and one regarding national security. This way, we will be protected from EU's nonsense since EU does not have jurisdiction in national security(yet, and I hope it stays that way since EU cannot take over the role of the NATO, it will be huge mess). We might even be allowed to use hollow points in our short firearms(barrel length up to 30 cm and overall length up to 60cm). General idea is to loosen up the legislative on firearms owned since it is overly strict. The conditions to own firearms will stay the same.
2)
EU court dismissed our appeal on postponing the date the directive will come into force.
3)
The date it will come into force is this september.
4)
Our representatives refused to implement it so far. I really hope they will not change their mind.
But our prime minister is an oligarch and he lives from EU donations, so I am worried a bit.
5)
Our representatives know, thanks to our 51 years long experience with Nazis and Commies, that we will sink our guns in oil and hide them from the state even when the lives of our relatives and families are at the stake. It is considered normal here due the fact that our allies sold us two times to the dictators and we had to fight them on our own, those guns are the key to the functional resistance. Ministry of Interior guesses that there are up to 2 million firearms on the black market today. The moment this directive will be implemented in our law, basically disarming the population, at least 50% of the legal firearms will disappear from the surface of the Earth into the abyss of the black market, attics and roof beams.
