Yeah.
It would be much safer if he used two trash bins of the same dimensions.
Putting the ladder on one big bin and one small bin is a little risky.

I don't believe that I've seen this particular accident-in-progress, but I've seen things as stupid or worse.

Example:

Two guys working for a lawn service company were told to trim a hedge, but they couldn't get the hedge trimmer to start. Their solution was to start the lawn mower and grab it by the deck and use that to trim the hedge. Seven severed fingers later.....

I bet that ladder is pre-warning label !

Is there a warning label about putting the ladder on a couple of garbage cans?
