I use #4-6 dry wall plastic anchors. They cost around $6.50 for 50 pieces. They work extremely well, and are dirt cheap.

Drywall anchors work great, but Larry's Gun Shop has a .22 snap cap with an orange flag that serves as both a snap cap and an ECI for the range.
