No its not. I was a FE on the C-141B and did some HALO missions. He would be breathing O2 and the aircraft would be much higher than the altitude that it is.
HALO stands for High Altitude Low Opening, and he appears to be low enough to not require breathing O2.
The aircraft looks too narrow to be a Herk, probably a Alenia C-27J Spartan or a Fairchild C-123.
