I've looked at Georgia Arms cowboy loads but they are out of stock in 38 special.

Are there any other options or companies that reload cowboy rounds?

Do yourself a favor. Call up Midway, ask to speak to someone about reloading. Have them set you up with a Lee single stage loader, primers, heads, powder, and you can use the .38 cases you should have already been saving. You can probably also get all this stuff locally. For the price of a few hundred factory, or reloaded .38s, you will never be out of ammo, and have a new hobby.

+1 You can get set up and be reloading for less than you'll spend for 1000 bulk order of .38s.

It's not that difficult or I couldn't do it. :D
