A guy I was talking to claims that just installing a Power Custom hammer will lighten the trigger pull of a 10-22. Fact or fiction? I'm not a gunsmith but looking for the easiest(and preferably the cheapest) way to lighten the pull a bit.

I must respectfully disagree. I've installed countless Power Custom and Volquartsen "Hammer only" kits with excellent results. Most of the triggers pulled at 5lbs plus prior and were reduced to 2.5- 3.0 after with just the hammer only kit. Many folks on these type forums believe the hammer "change out" is the first and best aftermarket item/procedure you can do! it's the best $30.00 American you'll ever spend on your 1022.
Further, I find the PC Hammer provides a slightly crisper pull but the VQ is slightly lighter.
With some prudent polishing of the hammer strut and sear you can get an even nicer trigger pull.
