So I'm new to Rugers, I was introduced to them by my co-worker who is also on here "NoobTuber203". My Black synthetic and Stainless barrel 10/22 Carbine will be the first fire-arm I personally own. My Stepfather got me into guns a few years ago and was going to give me as a gift, his Winchester Model 70(I declined due to transfer between states); he's an avid hunter and loves to travel northern NY where he lives, PA, and Maine.:D

Welcome from North Carolina, regarding your Grandfather's gift I just did a quick search of gun laws in both Connecticut and Pennsylvania. And I did not see any thing that would restrict transfer of a rifle or shotgun. Of course to be certain you could check with your local law enforcement or states attorney general office.
