A water proof fence! And the guy that left his lights on is gong to have a dead battery...among other things.

That's amazing. The grass on the other side doesn't even look wet.
I'd imagine that the swelling of the wood planks which likely contributed to sealing any gaps will end up destroying the fence once the water recedes and the sun bakes the moisture out of the wood.

I suppose one could shout "Photoshop!". But I'm betting there is a perspective trick going on. The dry fenced in area is higher than the apartment parking lot. Like the residential lots are on an high point, with the fence covering up an embankment. At least that's my feeling.

There is most likely a concrete barrier on the other side of the fence.
(There would be this side of the pond.)
